HTA statement on the Fuller Independent Inquiry phase two report
Dr Colin Sullivan, the Human Tissue Authority’s Chief Executive Officer said:
“The crimes committed by David Fuller at Maidstone and Tunbridge Wells NHS Hospital Trust were truly shocking. The publication of the Independent Inquiry's final report represents an important step forward for all those affected.
"The Human Tissue Authority recognises the extensive work undertaken by the Independent Inquiry, culminating today. Alongside other partners within the health sector and more widely, we are carefully examining the findings and recommendations identified in this second phase of the Inquiry's work and we will do all we can to support the implementation of those recommendations that are accepted by Ministers.
"Meanwhile, we continue to reform our approach to safeguarding the dignity and safety of the deceased. We have set clear expectations on security measures including CCTV and access controls, and introduced unannounced inspections to strengthen our regulatory oversight. We piloted an assessment model for settings that are currently unlicensed, such as body stores and stand ready to offer our expertise in this area if needed.
“We remain committed to learning lessons and playing our part to improve practice to guard against anything similar happening again.”
