Bone marrow and stem cell donation
The HTA is required by the Human Tissue Act to regulate the donation of bone marrow and peripheral blood stem cells (PBSC) for transplantation.
Our Code of Practice 6 on the Donation of allogeneic bone marrow and PBSC for transplantation sets out standards which practitioners in this community are expected to meet.
Adults who lack capacity and children who lack compentence to consent
Since 1 September 2006, donation of bone marrow and PBSC by adults who lack capacity and children who lack compentence to consent, must be approved by the HTA. Such cases must first be assessed by an Accredited Assessor.

Adults and children competent to give consent
Donation of bone marrow and PBSC by adults and children competent to give consent, will continue to be approved locally.
When the consultant or senior member of the bone marrow or donor registry team is satisifed that the requirements of Code of Practice 6 on Donation of allogenic bone marrow and periperhal blood stem cells for transplantation have been met, they must complete:
1. A consent form that includes a statement by the donor that s/he has received and understood sufficient information to give informed consent. The HTA is currently developing a model consent form for this purpose. Please continue to use local consent forms until the HTA issues a model consent form for this purpose.
AND
2. A declaration by the clinician that they have read and applied the HTA’s Codes of Practice on the Donation of allogeneic bone marrow and PBSC and on Consent. The HTA has created a model declaration for this purpose which can be downloaded below. The declaration must be completed and attached to the donor's notes before the bone marrow or PBSC harvest proceeds.
The declaration does not need to be submitted to the HTA but should be available if requested by the HTA.
