HTA welcomes four new Authority Members
The HTA announces today the appointment of new Authority Members: Professor Susan Dilly, Rosie Glazebrook, Suzanne McCarthy and Professor Gurch Randhawa. They take up their posts on 1 April 2010.

Professor Susan Dilly has been Clinical Professor and Director of the Institute of Health Sciences Education, Barts and the London Medical School – part of Queen Mary, University of London – since 2006. She is also a Consultant Histopathologist at Barts and the London NHS Trust and an external examiner for Fellowship of the Royal College of Pathologists.
Rosie Glazebrook is a member of the Advisory Committee on Microbiological Safety of Food for the Food Standards Agency, sits on the London Research Ethics Committee, and is a non-executive Director of NHS Hammersmith and Fulham.
Suzanne McCarthy is currently the Immigration Services Commissioner. She is also a member of the General Medical Council, the Public Guardian Board and the Board of Trustees of the University of London. She was Chief Executive of the Human Fertilisation and Embryology Authority between 1996 and 2000.
Professor Gurch Randhawa is the current Professor of Diversity in Public Health and the Director of the Institute for Health Research at the University of Bedfordshire. He is also the Chair of NHS Luton. He has been a member of the UK Donation Ethics Committee since January 2010, and he has been a non-executive director at UK Transplant.
Baroness Diana Warwick, Chair of the HTA, said:
“I am delighted to welcome these new Members to the HTA. We rely on our Authority Members to help determine our strategic direction, act as ambassadors for consent and shape policy decisions. I look forward to working with them and drawing on their wide and varied expertise.
“The HTA’s role continues to grow – these new Members will help us to build on our successes and to continuously improve our efficiency and effectiveness as a regulator.”
The appointments, which have been made in accordance with the Commissioner for Public Appointments Code of Practice, will last for three years with each appointee receiving £7,882 in remuneration per annum, and working three days per month.
All appointments are made on merit and political activity plays no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees’ political activity (if any declared) to be made public.
Three of the new Authority Members hold other current Ministerial appointments:
- Rosie Glazebrook
NHS Hammersmith and Fulham – non-executive Director – £7,882 p/a
- Suzanne McCarthy
Office of the Immigration Services Commissioner – Immigration
Services Commissioner– £66,226 p/a
Public Guardian Board – non-executive Director – £300 per day.
- Professor Gurch Randhawa
NHS Luton – Chairman – £35,472 p/a
- Professor Susan Dilly has not held and does not hold a Ministerial appointment.
None of the new Members have declared political activity.
The Human Tissue Authority, a watchdog that supports public confidence by licensing organisations that store and use human tissue for purposes such as research, patient treatment, post-mortem examination, teaching and public exhibitions, as well as giving approval for organ and bone marrow donations from living people, has been established since 2005.

Biographies
Professor Susan Dilly
Since 2006 Professor Susan Dilly has been Clinical Professor and Director of the Institute of Health Sciences Education, Barts and the London Medical School – part of Queen Mary, University of London. She is also a Consultant Histopathologist at Barts and the London NHS Trust. Before this she held a number of posts at Keele University, from 1998–2006. She was Head of School of Medicine from 2000–2005; Consultant Histopathologist from 1998–2006 and she was Professor of Health and Dean of Faculty of Health, from 1998–2006. Professor Dilly was non-executive Director for the University Hospital of North Staffordshire NHS Trust 2000–2005. From 1987 to 1998 she held a number of senior positions at St. George’s Hospital Medical School. She was Dean for Postgraduate and Short courses; Director of Medical Education (Postgraduate Clinical Tutor) from 1994–1998 and Consultant/Senior Lecturer in Histopathology from 1987–1998. She has been an external examiner for Fellowship of the Royal College of Pathologists (FRCPath) since 1990. She has been an Institutional auditor for the Quality Assurance Agency since 2000 and has been a lay member of the Quality Assurance Sub-Committee of the Solicitors Regulatory Authority since 2007.
Rosie Glazebrook
Rosie currently holds a number of part-time posts including a member of the Advisory Committee on Microbiological Safety of Food for the Food Standards Agency (2008 to date). She sits on the London Research Ethics Committee where she scrutinises clinical research projects on behalf of patients and public (2007 to date). She is also a non-executive Director of NHS Hammersmith and Fulham, where she is Chair of the Patient and Public Engagement Network and a member of Performance Management and Remuneration Committees (2004 to date). She is also a Lay member of the Committees on Carcinogenicity and Mutagenicity of Chemicals in Food, Consumer Products and the Environment (2004 to date). Before this she was Commercial Director for Dr. Foster Ltd from 2001–2004 and from 1998–2001 worked at News International Plc as a Publisher and Marketing Manager. She also holds a BA (Hons) in Chemistry from St. Catherine’s College Oxford University.
Suzanne McCarthy
Suzanne is currently the Immigration Services Commissioner. She is also a member of the General Medical Council, the Public Guardian Board and the Board of Trustees of the University of London. She was Chief Executive of the Human Fertilisation and Embryology Authority between 1996 and 2000. She also holds a number of non-executive positions. She is a non-executive of the Royal Institute of British Architects’ Holding Board (2003 to date). She is a member of the Pensions Regulators Determination Panel (2005 to date); member of the Executive Council, British and Irish Ombudsman Association (2008 to date) and Honorary Chairman of the European Forum of Deposit Insurers (2009 to date). Before this she was Chief Executive for the Financial Services Compensation Scheme.
Professor Gurch Randhawa
Gurch Randhawa is the current Professor in Diversity of Public Health and the Director of the Institute for Health Research at the University of Bedfordshire (2005 to date). He is also the Chair of NHS Luton (2006 to date). He has been a member of UK Donation Ethics Committee since January 2010 and he was a non-executive director for UK Transplant (2001–2005). He was recently a member of the Department of Health’s Organ Donation Taskforce commissioned by the Minister of State for Health Services. As part of the work of the Taskforce, he was Chair of the Social & Cultural Working Group and undertook a series of individual meetings with the UK’s Faith and Belief Leaders to discuss organ donation. He is a National Advisory member, General Medical Council Working Group on End-of-Life Decision Making Reference Panel and member, GP Access, BME Communities Reference Group, Department of Health. He also holds a PhD in Renal Transplantation among South Asians in the UK. Professor Randhawa is also Chair of the Department of Health's End of Life Care for Advanced Kidney Care Disease Project Board.
