Satellite sites
This section provides information on what a satellite site is and how the HTA will license these sites. If you have applied for a licence on behalf of satellite sites you will need to provide further information about the sites.
Satellite establishments
Satellite establishments are small premises that are under the same governance processes as a larger establishment (the hub) and are supervised by the same Designated Individual (DI) as the hub. The DI at the hub must have systems in place to ensure that the governance framework is properly implemented. The DI should plan to make regular visits (normally twice a year) to satellites to verify that the licensing framework and systems and processes are working in practice. The DI must also ensure compliance with the terms of the licence at these satellite establishments. The Licence Holder must also accept responsibility for making the application on behalf of these satellite establishments and therefore paying the associated licensing fees.
The small size of a satellite establishment means that it would normally undertake only one of the activities of the hub, for example removal of material on behalf of the hub or storage of material. If the satellites are as large as the hub or are providing more than one activity it increases the complexity of the service provided. This means that a more hands-on approach with a DI on site would be more appropriate to ensure compliance with licence activities. The HTA will review the information provided in compliance report licence applications and make a judgement about whether a satellite licence is or is not appropriate.
The DI and Licence Holder at the main premises must agree to take responsibility for the systems and processes in place at the satellite site and supervise those activities. This is to ensure compliance with the licensing framework at the satellite site. Thus the satellite sites are accountable to the DI at the main site.
There must be a Person Designated at each satellite site who can direct activities that are licensed there and who is accountable to the DI at the main hub site. The HTA will send the licences and related correspondence to the DI at the hub site to acknowledge as being appropriate for the activity taking place at the satellite sites. The DI is required to provide any additional information that may be requested by the HTA about satellite sites working under their supervision.

If you have applied for a licence on behalf of satellite sites you will need to provide further information about the sites by completing the satellite application form, for establishments licensed under the HT Act use the following satellite site information form, for establishments licensed under the Quality and Safety Regulations use the following form. Completed forms should be returned to licensing.enquiries@hta.gov.uk.
Please note that you do not need to submit this form if you are applying for satellite licence(s) relating to human application under the new Regulations when the satellite application is being made at the time of application of the main site. A satellite information form is part of the new application form for these licence(s).
